New sentencing rules on November 1, 2015 allows nearly 6,000 federal prisoners out of jail. It’s part of the 40,000 – 60,000 anticipated inmates scheduled for early release. Sounds good for both activists and lawmakers but will freedom for the convict be freedom for the law-abiding citizen?
